And just as it has every sort of store, neighborhood, suburb, and borough a city could have, Sovereign has all the myriad types of the essential ingredient of any city- People. Rich, poor, mobsters, geniuses, the artistic, the blue collar. And evil. More than its share of evil resides in Sovereign City.
